Position Location:            Istanbul, Turkey

Position Summary:

The Senior Procurement Director is responsible for overseeing the procurement portfolio for all of Company/Turkey, currently comprised of four projects based in Turkey and Jordan.  The Senior Procurement Director shall provide overall responsibility for procurement-intensive and deadline-oriented activities and will provide operational oversight for a team of procurement officers.  The Senior Procurement Director must have an in-depth knowledge of international and USG procurement regulations and ensure that procurements are compliant with all local law.  The selected candidate must be equipped to ensure strict compliance for both U.S. State Department and implementing partner procurement rules and regulations.  The Senior Procurement Director will be responsible for reviewing overall procurement processes, tracking procurements of goods and services through the procurement cycle, ensuring that adequate competition is achieved for procurements, providing regular training and mentoring to procurement staff, and coordination with the Grants Manager to support program implementation.  This position will be based in Istanbul, with frequent travel to Gaziantep.  Other travel within Turkey and Jordan is expected.


Reporting & Supervision:

The Senior Procurement Director will report to the Senior Regional Advisor.  He/She will oversee a team of up to ten Procurement Officers based in Istanbul and Gaziantep, Turkey.


Primary Responsibilities:                                                                                                                                                             

  • Establish, lead, and review the implementation of procurement processes and logistics operations for four projects, including grants, strictly following all USG and established Company rules and regulations, including all stipulations established by Turkish and Jordanian laws. Rules and regulations include:
    • ADS (Automated Directive System)
    • FAR (Federal Acquisition Regulations)
    • CFR (U.S. Code of Federal Regulations)
    • AAPD (Acquisition & Assistance Policy Directive)
    • Established Company Procurement Policy
    • Local Turkish Law
    • Local Jordanian Law
  • Review and recommend changes to procurement policies and procedures as required.
  • Establish and maintain policies for procurement processes.
  • Manage, maintain and actively expand a registry and file system for procurements to allow for efficient document and process audits.
  • Maintain comprehensive procurement files, including solicitations, proposals, evaluations, award documents, official contracts and correspondence on all procurements, following policies and local law.
  • Provide training on procurement and delivery of goods and services to program teams, grantees and beneficiaries as it pertains to donor guidelines, project protocols, and local law.
  • Spearhead procurement training initiatives for all project staff to increase awareness of procurement issues as it pertains to donor guidelines, project protocols and local laws, including fraud prevention and quality control.
  • Supervise and verify the procurement of materials according to the context and/or needs of the beneficiary, community and/or Project.
  • Develop and analyze technical specifications of materials, with consideration for investment, loss, and associated value; review and adjust budgets, as needed.
  • Design and prepare Terms of Reference and/or technical specifications for materials, goods, and services, for contracts, acquisitions, and procurements, in collaboration with the program team. Ensure presentation of sufficient selection that meets requirements of quality assurance, delivery, and transparency.
  • Work with local, national, and international vendors of goods and services to ensure quality, maintain professional distance required to ensure high ethical standards.
  • Designate or participate in evaluation committees for proposals submitted by the various vendors, according to the solicited terms of reference and regulations.
  • Verify quality, quantity and specifications of products according to the context and/or needs of the beneficiary, community, and/or project.
  • Process procurements according to respective rules and regulations.
  • Ensure coordination of delivery logistics with program team and/or grantees to obtain the required permits including delivery receipts.
  • Oversee procurement team’s coordination of transportation, permits, authorizations, insurance, loading and unloading of goods/materials, and financial allocation of related expenses under grants.
  • Compile and review budgets, solicited quotations, negotiations, and analysis to recommend vendors for delivery of goods and materials to grantees.
  • Communicate all delivery schedules corresponding to grant and operations procurements, including the projection of related expenses.
  • Verify deliveries are complete and done in a timely manner.
  • Other duties, as assigned.


Required Skills & Qualifications:

  • Bachelor’s degree from an accredited university in a relevant field. A Master’s degree (or its equivalent) is preferred.
  • A minimum of five years’ work experience is required. or a Bachelor’s degree with 7 years’ relevant experience.
  • Demonstrated supervisory and management experience
  • Demonstrated organizational capacity to handle a portfolio of high-priority procurements
