Vacancy Announcement: Senior Advisor in Gaziantep




Description of the Programme:

Our organization, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally-owned non-profit international cooperation enterprise and is responsible for the administration of technical cooperation within the framework of Development Cooperation between the Governments of Federal Republic of Germany and the Republic of Turkey. The Office of GIZ was established in 1997 in Ankara in order to serve this purpose of cooperation between the two Countries.

GIZ is currently looking to employ a qualified Senior Advisor on a full-time contract based in Ankara.

The Senior Advisor’s responsibilities and duties are stipulated below:


The SeniorAdvisor is responsible for

  • Coordination and supervision of public and private parties involved (construction departments/architects/engineers/consultants/contracting companies) on the planning, selection of Temporary Education Centres (TEC´s) and implementation of rehabilitation works at public schools through local architects and contracting companies.
  • Managing all tender processes on rehabilitation measures ensuring national (MONE, others as required) and international standards (via GIZ construction department) including the necessary documentation.
  • Develop and maintain a data-base on private sector entities (architects and construction companies) including references as pool resource for the program
  • Develop an operational plan for rehabilitation measures including budget allocations and expenditures and up-date regularly.
  • Strictly applying a “Do-no-harm” approach in implementation of activities to avoid tension between host and refugee communities.


  1. Advising the partner institution(s)

The Senior Advisor

  • Maintains regular communication with partner institutions including active participation in coordination meetings by line Ministries and development organisations.
  • Deals with requests from partner institutions within the framework of the QUDRA mandate and budget
  • Maintains an open and supportive relationship with partner institutions at all levels
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the programme’s special objectives
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  1. Networking and cooperation

The SeniorAdvisor

  • Leads cooperation, regular contact and dialogue with partners at all levels, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • Establishes close cooperation with political partner structures at national, provincial and local level as well as with other implementing partners.
  • Establishes close cooperation with TEC principals, administrative Authorities and other institutions and individuals involved with school management.
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme


  1. Knowledge management

The Senior Advisor

  • Ensures knowledge transfer to project/programme and implementing partners
  • Ensures knowledge sharing at coordination levels on education infrastructure
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Regular progress reporting on implementation and expenditures.
  • Management of M&E systems, Quality- and knowledge management for TEC rehabilitation
  • Prepares appropriate input for various project/programme reports including annual reports, and contributes to other reports as required by the Module team leader and GIZ Head Office
  • Assists with research activities and studies on political issues which benefit joint programmes.
  • Captures and communicates potential for best practice approaches at national and regional level
  1. Coordination tasks

The Senior Advisor

  • General project planning and developing project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Coordinates relevant project activities at national level in consultation with the Module team leader and in cooperation with the partners
  • Compiles the relevant information for joint activities and assignments
  • Identifies training needs at partner levels and suggests suitable approaches to address these
  • Moderates team meetings as required
  • Represents the interest of the GIZ-assisted measure and always acts on its behalf
  • Carries out important tasks for the project/programme, even if these are not explicitly cited in the job description
  1. Other duties/additional tasks
  • Deputizing the Module Team Leader in times of absence
  • Performs other duties and tasks at the request of management

C.Required qualifications, competences and experience


  • Masters/MSc in architecture, construction engineering, science or any an area that is related to the project/programme objectives,

Professional experience

  • Minimum 5 years of experience in a senior position for an international development organization.
  • Experience in planning, supervising and implementing rehabilitation projects in Turkey, school/TEC rehabilitation an added advantage.
  • Sound knowledge of national and international standards and procedures for rehabilitation/construction projects
  • Experience in international cooperation and working in multi-national teams.
  • Experience with implementing refugee programs in the region.
  • Working knowledge of “do-no-harm” approach and conflict resolution in refugee programs an advantage.
  • Very good interpersonal skills and ability to interact with partners at various levels from Ministries to communities.
  • Ability to work with a multi-cultural team

Other knowledge, additional competences

  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Native or fluent in Turkish, excellent knowledge of English with proven record of reporting in English according to the standards of international development cooperation.
  • Willingness to upskill as required by the tasks to be performed –corresponding measures are agreed with management
