Vacancy Announcement: Capacity Development Manager



Position Location: Gaziantep

Position Summary:

Under the supervision of the DCOP-Programs, the Capacity Development Manager (CDM) is responsible for key components of the capacity development segment of the overall program. Mainly the CDM is responsible for organization and management of workshops, training, seminars organized for council advisors and council members and staff, training for outreach officers, and staff from research and training centers established within provincial councils. The CDM will also be responsible for arrangements of all administrative and logistics behind all capacity development activities the manager is directly responsible for. The CDM will make sure seminar reports are submitted to the DCOP-P in timely fashion containing all relevant information. He/she will also make sure before seminar questionnaires and after seminar evaluations are in place, trainers/experts are properly briefed and all training materials are in place and ready to be used. The CDM will maintain regular communication with the rest of the program team, especially with Senior Governance Advisor, Capacity Development Coordinator, Area Managers and Senior Program Manager. He/she will be expected to maintain the calendar of all capacity development activities, plan for capacity development seminars and make sure implementation of the seminars is smooth and without problems. He/she will in consultations with the DCOP-P reach out towards identified expert trainers.


Reporting & Supervision:

This position will report to the DCOP-Programs.


Primary Responsibilities:

Capacity Development Activities Implementation:

  • Manage entire section of capacity development activities under direct supervision of DCOP-P. This includes but not limited to, scheduling seminars, training, consultations, workshops; developing agenda for capacity development activities, developing before seminar questionnaires and after seminar evaluations; reach out to seminar participants and make sure they attend the events, provide accurate information about opportunities for border crossings when capacity development events take place in Turkey;
  • Deliver trainings and serve as topic expert within personal expertise;
  • Reach out to capacity development experts/trainers/consultants and ensure their full understanding of the nature of the events they are recruited for;
  • Conduct analysis of before seminar questionnaire and after seminar evaluations and provide written reports about analysis;
  • Coordinate development of reports following the end of capacity development events;
  • Manage all logistics and administration behind organization of capacity development events;

  • Coordinate and communicate with LCAs, Training Coordinators, Capacity Development Coordinator, Senior Governance Advisor, Area Managers: attend weekly program update meetings together with team leads; report on any deviance from agreed capacity development plans; provide feedback and suggestions to the DCOP-P and rest of the program team;
  • Draft activity approval forms, budgets, purchase order agreements and memoranda of negotiations, in English;
  • Work with Program partners to develop skills building workshops that meets partner’s current capacity development needs;
  • Work in close coordination and cooperation with Capacity Development Coordinator and Senior Governance Advisor;
  • Contribute to curricula development as possible, working with the Company Governance Expert or other STTA to ensure material is relevant to the Syrian context;
  • Manage Syria-based workshops: coordinate with implementing partner or programme staff to secure workshop space, confirm participants, provide daily updates on workshop progress, complete cash paperwork, and secure partner deliverables at conclusion of workshop;
  • Manage Turkey-based workshops: coordinate the arrival of participants, manage support staff, ensure that workshop events and training sessions remain on schedule, plan and execute group activities, and oversee the proper documentation of all cash payments;
  • Complete all cash payment accounting and submit invoices/receipts to Finance within 72 hours of workshop end date; make certain that all receipts and documentation meet program standards;
  • Oversee equipment delivery and distributions: conduct equipment inventories upon delivery or coordinate with Procurement team for exported equipment, document serial numbers, create equipment handover sheets, and ensure that recipients sign for each piece of equipment they receive, if applicable;
  • Communicate with local partners and beneficiaries on reporting, monitoring and evaluation of activity implementation, results and other possible follow up activities;
  • Maintain complete and accurate activity files with minimal oversight;
  • Contribute to requests for information, in English.

Program Innovation:

  • Explore additional opportunities and possibilities for capacity development activities;
  • Suggest DCOP-P new ideas and concepts for capacity development activities;
  • Suggest innovative approaches in a segment of a capacity development both in terms of approach and topics covered;
  • Provide input and analysis into routine Program situation reports and other program reporting.

Managing and allocating program resources appropriately

  • Maintaining up-to-date budget trackers for each activity, identify the need for budget amendments and draft, in English, amendments, as required.

Required Skills & Qualifications:

  • Experience in organization of capacity development activities;
  • Experience in coordinating logistics for training and other events;
  • Demonstrated experience with program management and reporting;
  • Knowledge about work and organization of local and provincial councils in Syria;
  • Ability to analyze political work, define problems, collect data, establish facts and draw valid conclusions, and the ability to think innovatively;
  • Native written and spoken Arabic; excellent written and English required;
  • Excel skills required.

Desired Skills & Qualifications:

  • Experience in delivering seminars and workshops;
  • Previous experience working with Syrian local councils and civil society preferred.
