The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Program Support Officer will report to an IRC Program Coordinator and will be based in Antakya. S/he will work closely with all of IRC Turkey’s cross-border programs, supporting both Turkey- and Syria-based staff to ensure timely, effective and high quality administrative support on a range of activities.

Major Responsibilities:

  • Support Program teams in the management of purchase requests (PRs), including:
    • Collaborate and build strong relationships with operations, supply chain and finance teams;
    • Follow up on outstanding PRs with approvals and status of procurement process;
    • Track PRs for all program units and maintain organized and effective PR database;
    • Provide updates and reports as it relates to PR status and process as requested by teams.

  • Support Program teams in the management of Syria-based incentive workers in various field sites, including:
    • Develop and maintain a close working relationship with the Human Resources department; act as focal point between incentive worker unit and program unit as it relates to incentive worker staffing;
    • Manage contract process for new and existing incentive workers including drafting contracts on time, tracking contract duration and upcoming renewals, preparing and following up on ATC requests, follow up on all other necessary documentation and/or issues;
    • Maintain and manage an updated incentive worker database and follow up contracts’ duration and need for contract renewal or revisions;
    • Compile and prepare all documents necessary for the payment of incentive worker salaries each month.

  • Provide general administrative support to all programs teams, including:
    • Support officers and managers with their management of staff cash advances, liquidations and reimbursements;
    • Compile reports that inform the preparing of cash projections and spending plans as it relates to open and planned procurement, incentive working payments, and planned activities;
    • Provide support and technical assistance to Program Assistants inside Syria as it relates to program administrative matters and tasks to ensure compliance to protocols, procedures, and grant requirements;
    • Support teams to organize internal and external office meetings;
    • Fulfill any other administrative tasks to support programs as required by Program Coordinators;
    • Maintain a centralized shared folder of all relevant IRC standard operating procedures, rules and regulations, and important program documents for Turkey and Syria-based teams to access;
    • Support teams to manage, assign and distribute IT supplies and assets for staff use;
    • Support with any other administrative tasks as assigned by the supervisor.

Other Internal Contacts: Program Managers and Officers, Field Coordinators and Managers, IRC operations departments in Antakya (Supply Chain, Human Resources, Finance, Admin, Transport)

Other External Contacts: IRC’s local partner organizations, other local INGO and NGOs


Job Requirements:

  • Technical diploma or bachelor’s degree in related field;
  • Minimum two years’ experience working in related program support capacity or administrative support roles;
  • Previous experience working with an NGO or INGO required, experience with programming preferred;
  • Superior organizational, time management and reporting skills;
  • Ability to work cross-departmental, balancing competing priorities, deadlines and professional approaches
  • Strong communication skills;
  • Ability to work under pressure with competing priorities and deadlines;
  • Strong problem solving skills with ability to be flexible, adaptable, and creative in a challenging and fast-moving multicultural environment;
  • Excellent computer skills: MS Word, Excel and Outlook;
  • Fluency in Arabic and English required, both spoken and written required.
