The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Capacity Building Officer with IRC Turkey will be responsible for supporting the implementation of the capacity building programme with partners based in Turkey and in north Syria.  The Capacity Building Officer will be responsible for organizing trainings and mentorship activities, as well as rolling out assessments of capacity and knowledge as required with local partners. The Capacity Building Officer support the Protection Capacity Building Manager to work with partner program teams and monitor their progress with agreed upon work plans. The Capacity Building Officer will provide effective and high quality administrative support on a range of activities. The position is based in in Antakya. S/he will work closely with all of IRC Turkey’s cross-border programs providing technical support to the capacity building porgramme.

Major Responsibilities:

  • Program Implementation
    • Support the manager to develop work plans, training courses
    • Lead the logistical organization of trainings and mentorship activities
    • Roll out the assessments of each partner’s base knowledge and capacity. Aggregate and analyze the data
    • Collaborate and build strong relationships with local partners
  • Monitoring and Reporting
    • Roll out and ensure regular pre and post tests are conducted for all partner trainings,
    • Contribute to the design and implementation of assessments and evaluations to determine programme impact
  • Provide general administrative support to all programs teams, including:
    • Support Capacity Building Manager with their management of staff cash advances, liquidations and reimbursements;
    • Compile reports that inform the preparing of cash projections and spending plans as it relates to open and planned procurement, incentive working payments, and planned activities;
    • Provide support and technical assistance to Program Assistants inside Syria as it relates to program administrative matters and tasks to ensure compliance to protocols, procedures, and grant requirements;
    • Support teams to organize internal and external coordination meeting with partners
    • Maintain a centralized shared folder of all relevant IRC tools, guidelines and SOPs used in the capacity building programme.

Position Directly Reports to: Capacity Building Manager

Indirect Reporting: WPE Specialist, CYPD Manager

Other Internal Contacts: Program Managers and Officers, Field Coordinators and Managers, IRC operations departments in Antakya (Supply Chain, Human Resources, Finance, Admin, Transport)

Other External Contacts: IRC’s local partner organizations, other local INGO and NGOs



Job Requirements:

  • Technical diploma or bachelor’s degree in related field;
  • Minimum two years’ experience working in related program support capacity;
  • Previous experience working with an NGO or INGO required, experience with programming preferred;
  • Proven understanding of women’s and children’s protection
  • Ability to support the roll out of trainings
  • Demonstrated organizational, management and reporting skills;
  • Ability to work well both within a team and independently;
  • Strong communication skills;  Demonstrated ability to liaise with partner organizations
  • Ability to work under pressure with competing priorities and deadlines;
  • Strong problem solving skills with ability to be flexible, adaptable, and creative in a challenging and fast-moving multicultural environment;
  • Excellent computer skills: MS Word, Excel and Outlook;
  • Fluency in Arabic and English required, both spoken and written required.
