PROJECT ADMINISTRATOR TERMS OF REFERENCE  Vacancy Code: ECFP/PAD Location (Duty Station): Ankara, Turkey (with frequent travels to project sites) Vacancy Deadline: 19 July 2009 Type of Contract: Service Contract Duration of Initial Contract: 12 months Expected Duration of Assignment: Maximum 36 months based on the satisfactory performance of the Project Administrator BACKGROUNDUNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 166 countries, working with them on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and its wide range of partners. UNDP’s global focus is helping countries build and share solutions to the challenges of: (a) Democratic Governance; (b) Poverty Reduction; (c) Crisis Prevention and Recovery; (d) Environment and Energy and (e) HIV/AIDS. UNDP helps developing countries attract and use aid effectively. In all its activities, UNDP encourages the protection of human rights and the empowerment of women. Within the aforementioned global context, UNDP Turkey works for Democratic Governance and Growth without Poverty. For more than 50 years the UNDP has worked in close partnership with the Turkish Government and numerous national and international institutions, including NGOs, academics and the business community. UNDP Turkey aims to find practical solutions to Turkey's development challenges and manages projects together with the Turkish Government and other partners to address them. Since 1986 it has implemented over 80 programs across the country. In addition, the UNDP has played a major role in response to crises and disasters in Turkey and the surrounding region. UNDP's strategy for 2006-2010, formulated with and agreed by the Turkish Government, highlights three core areas, through which UNDP will support the implementation of Turkey's development agenda through project implementation and policy advice. These are: 1) capacity building for democratic governance; 2) action and advocacy for poverty reduction; and 3) environment and sustainable development. In addition to these core areas, UNDP Turkey is emphasizing the role of women, private sector, capacity development and information and communication technology in its policies and programmes. UNDP supports Turkey's ambitious reform agenda where EU accession figures prominently. Turkey is a candidate country for EU membership following the Helsinki European Council of December 1999. Accession negotiations started in October 2005 with the analytical examination of the EU legislation (the so-called screening process). Since then the EU closed provisionally one chapter: Science and Research (June 2006). In addition the EU opened negotiations on seven chapters: Enterprise and Industry (March 2007) and Financial Control and Statistics (June 2007), Trans-European Networks and Consumer and health protection (December 2007), Intellectual property and Company law (June 2008). On 18 February 2008 the Council adopted a revised Accession Partnership with Turkey. UNDP is already implementing and is going to implement a number of EU-funded projects in Turkey. Although the management arrangements and settings of such projects may vary, the followings can be considered as common elements of the management and administration structure: ·       The contracting authority of EC-funded projects is the Central Finance and Contracts Unit (CFCU), CFCU is UNDP’s primary and initial contact point in terms of contract (agreement) management; ·       Each project has a beneficiary (usually a ministry), with which UNDP works closely and to which UNDP provides technical assistance for successful implementation of projects, ·       Project teams are usually composed of the technical assistance teams (i.e. key experts) and the support teams (i.e. project associates, project assistants etc.), ·       UNDP assigns a Programme Manager from within its own cadres to oversee the implementation of individual projects, and provides operational backstopping in terms financial management, procurement, HR etc.  The projects are closely monitored by CFCU and the Delegation of the European Commission through regular (i.e. monthly, quarterly) progress reports, and through regular and ad hoc meetings. The technical assistance teams work primarily on substance-related project issues (i.e. provision of specialized advisory services as per the specific needs of each project), whereas the project support teams focus mainly on the administrative and operational issues.  The increasing number of EC-funded Projects implemented by UNDP creates room for achieving higher efficiencies in terms of delivery of such projects without compromising on the quality of implementation. Thus in an effort to align project management practices, ensure aid efficiency and assure the quality, UNDP Turkey Country Office will recruit a project administrator who will deliver specialized services to help UNDP achieve these goals and at the same time create value both for the beneficiary governmental agencies as well as for the European Commission in its capacity as the donor of such projects. Duties and ResponsibilitiesSummary of Key FunctionsThis contract aims primarily at aligning project management practices, ensuring aid efficiency and assuring the quality, especially but not exclusively to the EC-funded projects of UNDP Turkey Country Office. In this respect the key functions of the incumbent will include the following: ·       Managing operational aspects of the concerned projects with a view to ensure full compliance with the terms and conditions of concerned agreements, ·       Facilitating the work of the technical assistance teams through provision of timely operational guidance, ·       Managing support staff of the concerned projects with a view to ensure the technical assistance teams are provided with timely and high quality operational support, Managing operational aspects of the concerned projects with a primary focus on achievement of the following results: ·       Efficient and effective implementation of the Agreements between UNDP and the contracting authorities (such as CFCU etc.) and other signatories (such as governmental bodies etc.), ·       Sound financial management through managing the budget of the projects, processing payment requests of the vendors, recording expenses to the projects’ budgets on a daily basis, developing weekly budget status reports, ·       Timely and high quality reporting by collating required information and inputs from the technical assistance teams, and incorporating financial data, following up on comments of the project partners, and finalizing the reports, Facilitating the work of the technical assistance teams with a primary focus on achieving the following results: ·       Ensuring project resources are planned and disbursed efficiently and effectively as per the approved time plans and resource schedules, through maintaining day-to-day relations with the technical assistance teams (i.e. primarily with the CTAs), the beneficiaries and UNDP, ·       Efficient delivery of technical assistance through initiation of the short-term expert mobilization process, which involves review of specific terms of reference, publication of vacancy announcements, collection of applications, evaluation of applications, development of contracts, briefing short-term experts, monitoring of inputs of the short-term experts etc. (This process should be managed in close cooperation with the technical assistance teams), ·       Efficient delivery of technical assistance through initiation of institutional contracting processes, which include development of terms of reference, and technical specifications, collection and evaluation of technical proposals and quotations, contract development etc. (This process should be managed in close cooperation with the technical assistance teams), ·       Efficient planning through guiding the technical assistance teams for development of resource schedules and time plans, flagging the technical assistance teams and UNDP Management on the bottlenecks, problems, anticipated deviations and exceptions, Managing support staff of the concerned projects with the following results: ·       Development of a proper archiving system for the project-related reporting and correspondence, ·       Development and execution of an operational support structure, through which the technical assistance teams are provided with the opportunity to concentrate on the substance of implementation, ·       Ensuring operational excellence in all project-related events (i.e. conferences, seminars, study tours etc.), The incumbent will report to the Programme Manager(s) as assigned by UNDP, and will fulfill additional tasks as required by the Programme Manager(s). Other Considerations ÂIncumbent will be duty-stationed in Ankara, and will report to the Programme Manager(s) to be assigned by UNDP. Specific guidance will be provided to the successful candidate by the hiring unit during the signature of the contract. The incumbent will be engaged in at most two projects at any given time during the execution of the contract, and will be expected to provide, on average, equal time to such projects. The incumbent may be required to respond to the flexible working arrangements, depending on the status of the projects implemented by UNDP.
