General Description


For the project “Technical Assistance for Increasing School Attendance Rates Especially for Girls” Turkey, financed by the European Commission, we intend to recruit an Office Manager. The project has been ongoing since April 2015 and is planned for 23 months with possible extension. The project contractor is Hifab International (HINT) of Sweden, who together with partners are implementing this project. The Contracting Authority is the EU Coordination Department in the Ministry of Labour and Social Security. The beneficiary is the Ministry of National Education (MoNE).

With regards to the tasks to be performed, financial and other information received/collected is to be translated into a format in line with project requirements and suitable for the financial and other reporting required by HO.

The Office Manager (OM) works under, and reports to the Team Leader (TL). At the same time he/she provides the link between the Project Office (PM) and the Head Office (HO) of HINT in Stockholm. This will concern the contractual, financial and administrative aspects of the project.

Job Description

Major duties and responsibilities include:

  • Provide day-to-day administrative support to the TL and PM as appropriate
  • Provide timely, open and honest feedback to the PM in relation to contractual, administrative and financial progress, including identifying issues that are likely to affect delivery of the project’s financial objectives
  • Gather, and evaluate contractual, administrative and financial information to reach sound decisions and provide complete and accurate reports
  • Assistance to expatriate and sub-consultant staff, particularly with arranging payment and contractual issues
  • Provide information for project reporting documentation as required
  • Keep an inventory list of project assets


Additional duties may include:

  • Giving assistance to on-the-job training, as well as ad hoc technical advice, on accounting and financial management if and when required.
  • Being involved in the guidance to all concerned with regard to cost minimization/profit optimisation/rationalization of funds.
  • Any other tasks as agreed with the TL and PM.

Job Requirements

  • Education: A University or higher education degree on any relevant field
  • Language: Good command of spoken and written English, as well as Turkish
  • Experience: Preferably experience in a similar position in an internationally operating company or project
  • Computer: Knowledge of present-day accounting systems; good command of Ms-Word, Ms-Excel, and other commonly used programs

Other conditions

Start: As soon as possible to 28th March, 2017 with the possibility of two- month extension.

Location: Ankara
