Global Communities’ (GC) Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, OHA is commencing to respond directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.


GC is a fully registered organization in Turkey and is currently building its humanitarian response professionals.  GC intends to hire a full-time Grants Officer (SOW herein) to implement projects, while based in Gaziantep through humanitarian assistance programming.



GC is seeking a grants professional to be based in Gaziantep.

The Grants Officer reports to the Grants Manager


The Grants Officer is responsible for the following:


  • Carry-out pre-award assessments (PAFR) of potential subgrantees to establish their level of capacity.
  • Assist the Grants Manager and Grants Coordinator in preparing subgrant documents, including but not limited to: selection memos, budget reviews, subgrant agreements, modifications, closeouts, etc
  • Coordinates closely with technical departments: Program Managers, Financial department and M&E
  • With the GC Program and Finance teams, ensure the preparation and execution of subgrant documents and disbursements are in line with Global Communities and donor regulations and procedures.
  • Ensure liquidation documents, deliverables, milestones, etc are completed and approved by GC Program in writing before the next advance is sent to the subgrantee.
  • Grant Finance
    • Review cash requests & financial reports from subgrantees to ensure the amounts requested are reasonable and in line with the subgrant agreement terms of payment
    • Liaise with members of the GC Program team to ensure timely deliveries of appropriate subgrants items/activities are completed before any advance payment
    • Ensure all subgrantee expenditures are allowable, allocable, and reasonable according to the approved budgets in subgrant agreement (i.e. budgetary controls).
    • Undertake regular financial reviews and give appropriate recommendations to subgrantees in areas that need correction or improvement in their systems and procedures.
    • Conduct monthly reconciliations with GC Finance to ensure Subgrant finance records are up to date.
    • Ensure subgrants payments and liquidations are tracked financially with the Grants Assistant.
  • Compliance:
    • Review documents received from subgrantees, ensure grantee compliance with donor regulations and procedures in coordination with GC Program and Finance
    • Ensure grant/contractually obligated documentation (grant files) are in compliance with donor’s rules and regulations and due diligence activities
  • Reports
    • Provide updates and reports on grant activities to Program teams and senior staff
  • Grant Files
    • With the Grants Assistant, open new award file for every new subgrant, maintain and update hard and soft copies of all activity documents (agreements, modifications, financial liquidation, etc).
    • Maintain Grant File compliance during implementation and Grant Closeout (see Grant File Checklist)
    • Assist in preparation of documentation for audits
  • Procurement:
    • Works closely with the GC procurement team to ensure Procurement Plan is being followed
    • Review and approve Partner Procurement Requests, according to detailed budget
  • Training
    • Regularly visit the subgrantees to conduct compliance reviews and provide mentorship as necessary.
    • Identify areas for building the capacity in partner organizations and work with Global Communities team to help address these needs and improve areas of weakness.
    • Train and guide the GC Program Staff and partners on grants implementation documentation requirements and general procedures and requirements.
    • Ensure the timely and proper close-out of subgrants
  • Any other assignment by the Grants Manager & Grants Coordinator.





  • Required a university degree in finance, accounting, public administration or related field. Or a combination of experience and education working in this sector.
  • Preferred Master’s degree in finance or related field



  • Required: A minimum of 2 years’ experience working with international NGOs or UN agencies
  • Previous knowledge and experience in Syria



  • Experience in finance aspects of grant/contracts administration and management
  • Negotiation and problem solving skills
  • Good interpersonal and communication skills
  • Good command of spoken and written English and Arabic
  • Excellent command of excel and other database applications
  • Computer/word processing and standard office software skills
  • In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under potentially hazardous conditions
