The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe. Global Communities in Turkey is funded by different international donors to deliver emergency relief items, WASH, implement shelter and food security programming, and support community protection and resilience in Northern Syria.

Global Communities is seeking a full-time Finance Manager to oversee the financial management, budgeting, grants management, financial compliance, Cash flow, Audit, and supervision and mentoring finance team.

This position is based in Global Communities’ office in Gaziantep, Turkey and reports to the Director Finance & Admin Manager, Turkey. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery. Strong, dynamic candidates with experience managing USG funded and other programming, particularly large complex funded grants or contracts are encouraged to apply. The successful candidate will be a senior level professional having a proven record of successfully managing the financial and administrative components of development programs and delivering on-time, on-budget results in region.


Job Summary:

The FM will provide financial management for all aspects of the program. He/she will manage finance staff, ensuring that functions are performed timely and accurately. The FM will develop and maintain sound financial management systems in line with Global Communities’ policies, procedures and accounting principles. He/she will manage the project budget to ensure all costs incurred by Global Communities are accounted for and in compliance with local, USAID, other donors, and Global Communities’ rules and regulations. Providing sound financial control, the FM will prepare and analyze budgets, develop financial reports, and make recommendations to HQ on budget expenditures. It is the responsibility of the FM to maintain updated information regarding grants and contracts, sub awards, reporting requirements and financial restrictions. Manage the team in charge for the Implementing Partners. Oversee and guide assessments, reporting, accountability and capacity building of partners. External and Internal communication – Support liaising with Turkish authorities, accountants and other relevant parties in finance matters to make sure operation are compliant with the Turkish legislation. Lead communication with donors on Finance matters.  Audit – Lead preparation for internal and external annual, ad hoc and donor audits. Reviewing and addressing questions of concern from auditors in consultation with CFO in HQ. Contribute to capacity building and sharing of knowledge within finance department. Also maintain responsibility for transparency and accountability and implementation of policies and guidelines including donors’.



Essential Responsibility:

Financial Management

  • Overseas day-to-day accounting operations and financial management functions to ensure all financial issues are performed in accordance with internal policies and procedures.
  • Manage the cash flow to ensure timely and secure transfer of funds to meet program needs, liaising with local bankers as required.
  • Liaise with money facilitator and other departments to ensure timely transfers and smooth implementation.
  • Ensure the accuracy and legitimacy of all accounting and financial records and routines, the timely submission of accounting documentation and reports to Global Communities –GC headquarters, and follow-up of adjustments.
  • Ensure allocation of costs across programs is in line with budgets and funding source requirements and within GC’s policies and practices.
  • Maintains the system of accounts ensuring all accounting data are updated, reconciled and fully supported on regular basis.
  • Review monthly payroll for Gaziantep and Sub. Offices.
  • Lead the finance team to ensure the monthly financial report is submitted accurately and on timely manner, including AR/AP and other balance sheet items.
  • Coordinate all financial and day to day with Program, HR, Admin and Logistics.
  • When necessary assist with the recruitment and selection of qualified GC field staff; recommend promotions, disciplinary action and termination of staff in consultation with supervisors.
  • Develop capacity building and training plans for finance team.
  • Supervision of the filing system for the Finance Department (accounting files, voucher)


Award Management

  • Attend grant opening and grant closing meetings for all grants and ensure that the resulting financial actions are completed in a timely fashion.
  • Review monthly VERs actual monthly report, discuss plans and projections with the program team and update them on status of existing budgets.
  • Support Finance Team in reviewing the key of allocation and keep updated key of allocation for all locations.
  • Review and Support donor’s report, and to be submitted to the DFA for final review.
  • Assist in budget preparation including Country Office operations budget, and donor’s budget.
  • Present & facilitate review of actual to budget expenditures with program managers.
  • Ensure compliance with internal and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation

Compliance & Audit:

  • In coordination with other departments the FM will be responsible for audit preparation, addressing questions from auditors, follow up on the corrective actions plans, and communicate major audit findings with the DFA.
  • Provide monthly report to CPA for Social Security reconciliation.
  • Ensure compliance with SGK and other governmental entities.

  • Working Relationships
    maintain frequent communications with Program, HR, Admin and Logistics team to ensure finance activities and objectives are well achieved.
  • Coordinate all financial issues with the Head of Office at Sub. Offices level.
  • Attend coordination meetings which are relevant to country activities
    Interface with national government and relevant agencies to ensure compliance with varying government regulations when necessary



  • Ensures application and compliance of security protocols and policies.
  • Facilitates emergency and non-emergency security expenditures.


Position Requirements: 

  • A post-graduation degree in a related field.
  • Minimum 5 years of experience from working as a Financial Manager in a non-governmental organizations.
  • Experience of designing & implementing Finance filling systems and manuals
  • A proven record of effective management
  • Experience in budgeting, Budget-tracking, Balance-sheet Management, and Internal Audit.
  • Documented results related to the position’s responsibilities
  • Experience with donor (USAID, DFID, UN etc.) regulations, budgets and reporting requirement  Knowledge about own leadership skills/profile.
  • Solid knowledge of computer software such as Quick Books , and modern accounting systems
  • Professional experience in areas related to the job requirements
  • Must be fluent in English both at verbal and written level; Arabic and Turkish speaking skills a plus.
  • Self-motivated, demonstrated capacity to work effectively in a fluid operating environment with minimal supervision
  • Effectively engage with the public institutions, partner organizations and the donor
  • Pro-actively identify and trouble-shoot office administration issues
  • Documentation- ensure that all relevant finance documents are appropriately filed (soft and print copy), ensuring quality referencing for the filed documents, safety of the documents
