Based in Istanbul (Turkey) with frequent travel to Ankara and Gaziantep (Turkey)


Expertise France is a French public agency created on 1st January 2015 after the merger of  5  public agencies under the tutelage of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter- ministerial vocation. EF offers project engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder projects, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international projects and is accredited by the European Union for the management of delegated Community funds.

With a volume of activity worth 120 million euros, more than 300 projects implemented in 80 countries as well as 63,000 days of expertise delivered in 2015, Expertise France is the leading public agency of French international technical assistance.


In Turkey, Expertise France ensures the consistency and the coordination of projects co-implemented by local civil society organisations for the benefit of both refugees and host communities. Projects mainly address difficulties for communities to access services: informal education, protection and skills trainings.


Description of tasks


In the framework of its Programme, Expertise France (EF) recruits a Project Officer to implement and follow-up the activities engaged by EF in the frame of its programme “Strengthening resilience of refugee hosting countries in response to the Syrian crisis”. The project officer will be  based in Istanbul and will be in charge to support the development of a multiservice community centre (with a mobile unit) providing different services to the population in collaboration with EF implementing partner. She or he will be under the supervision of the programme manager based in Gaziantep.

Main tasks contribute to analysethe context, determine at first the needs, and develop an action plan Second,, the project officer will develop the activities in coordination with the Programme Manager and assist him/her in all daily activities including logistic and administrative follow up. He/she will actively participate in coordination mechanism, collect, and analyze evidence on impact of the programme. He/She will develop and maintain a network of external contacts with key individuals in the local authorities, NGO sector, civil society and other actors.


  • Assist Programme Manager in designing and analyzing the assessment of the situation on the ground with aim to design most appropriate implementation strategies.
  • Support project’s progress, spending plans and timely achievement of the project’s milestones.


  • Supporting EF partner in redefining and implementing its strategic and operational plans according to EF contractual restrictions.
  • Assisting the implementation of the activities and delivery of shared objectives.
  • Following the implementation of the activities, collect and analyse evidences on impact of the programme.
  • Providing support to EF partners in the definition of their needs (logframe, budget, reports…)
  • Providing management and administrative support, including financial management.
  • Participating in the review and summarized concept note and reports from donors and partners.
  • Participating in organisation and reporting process for regional and local meetings, HQ and donors visits, etc.

Ideal profile


Minimum Qualifications and Experience:Education:

  • University education and/or training with demonstrated experience in a relevant field such as, international relations, public policy, social work, or law, public relations.
    – Training or higher education on humanitarian law, protection systems is an asset
    – 1 years successful experience in direct social support with vulnerable groups ideally refugees, IDPs, youth, women,
    – Sound knowledge on the Syrian conflict and situation of the Syrian population in Turkey
  • Experience: Project management experience/qualification. Experience of and commitment to capacity-building among staff and organisations and knowledge of the provision of information, expertise, and advocacy services
  • Languages: Fluency in written and spoken English. Turkish is required
  • Computer skills: Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of database packages

Teamwork and general management:

  • Excellent verbal, written, organisational, administrative, evaluation, reporting skills in English.
  • Must have excellent initiative and ability to work autonomously.
  • Willingness and ability to travel in the region and in Turkey. Frequent travels to the South of Turkey.
  • Demonstrated ability to work in a multicultural, multi ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;



Duty station: Istanbul, Turkey and movements in the region (frequent travels to South of Turkey)

Duration of assignment: long term expertise

Starting date: August 2016

Type of contract: definite term contract – renewable;

Salary: according to EF salary scale
