Concern Worldwide is looking for Programme Officer Livelihoods



Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for a potential candidate for the Programme Officer Livelihoods position.


Job Title:                    Programme Officer Livelihoods

Location:                   Sanliurfa, Turkey

Reporting Line:         Programme Manager

Department:                Programmes


Programme Officer: Effective Contribution in providing assistance to Syrian families in Turkey in coordination with local authorities and other NGOs. Ensure proper targeting of beneficiaries based on Concern Guideline documents, and ensure systematic reporting on regular basis.

Major areas of responsibility:

  • Lead livelihood teams for basic needs relief activities including aid distribution and vocational training in Turkey
  • Help in coordination of activities with local authorities and community leaders
  • Daily and weekly reporting on activities to Programme Manager
  • Support in design of Concern programmes in Turkey
  • Monitoring and evaluation of existing projects
  • Identification of any needs, targeting strategy, promotion of effective use, and post-distribution monitoring
  • Ensure target groups for distribution are registered, verified to comply with distribution criteria and post distribution evaluation is done in a timely manner
  • Effective participation in the design and implementation of needs assessments

Relationship: Represent Concern as requested at various meetings and forums with government, non-government organisations and other stakeholders; and strengthen relationships with them and other organisations

Internal: Finance, Programme and Systems

External: Local government, other INGOs

Accountability: Accountable as per above mentioned duties and Responsibilities. Ensure best value of money and facilitate process to improve accountability to beneficiaries and donors (Humanitarian Accountability Partnership, HAP) In carrying out the above duties, Concern Turkey approved procedures must be followed at all times.

Other duties: The above duties will be prioritised by the manager in consultation with the post-holder. The post-holder may be asked to re-organise their work to help Concern respond to changes in type or extent of need. This would be done in a way consistent with the purposes of the post and in consultation with the post-holder.

Key Requirements:

  • University degree in related field
  • Previous experience in a similar position in an NGO in Turkey/or Syria
  • Good command of English, Turkish and/or Arabic
  • Previous management experience
  • Good organization and reporting skills
